Several road projects will prompt detours and delays

CLAY COUNTY – The good news is many Clay County roadways are being repaired, replaced or constructed. The bad news is it will lead to several delays and detours.

Projects expected to start soon include:



Shands Bridge. The Shands Bridge over the St. Johns River will be closed for FDOT repairs on multiple weekends beginning Friday, Jan. 26, through Friday, Feb. 9, to allow for grating replacement. During the closures, traffic will detour via State Road 13, I-295 and U.S. Highway 17. Anticipate heavy traffic and delays in the area. State Road 16 on either side of the bridge will remain open to local traffic only.

Nighttime bridge closures from Friday night at 9 p.m. to 4 a.m. Monday is scheduled for the next three weekends. It’s possible work will continue the following weekend if there are any delays.

Bonded Transportation Program. Road construction is beginning for the Clay County Bonded Transportation Program projects in Middleburg, Green Cove Springs and Lake Asbury. Motorists should anticipate temporary lane closures and reduced speed zones as projects get underway. CSX Railroad Crossing closures in Green Cove Springs. CSX Transportation will be installing new rail in the track’s surface along parts of the CSX Jax Terminal west of U.S. in Clay County. These dates are highly subject to change with or without notice due to many of the unforeseen circumstances that can occur in the field once the work begins.  Crossings will be closed anywhere from three to five days, depending on the type of maintenance they are set to receive. This will be a full crossing closure, which means no traffic will be able to cross the racks until the repairs are complete.

Clay County railroad crossing closure dates include Houston, Walburg and Center streets, Martin Luther King Jr. Boulevard on Monday, Jan. 29, and Oak Street on Jan. 31.

County Road 220 on Fleming Island. Anticipate daytime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point, March 10 through Sept. 10, for CCUA water line upgrades.

Ongoing projects include:

College Drive at Doctors Inlet. Anticipate daytime, single-lane closures with flaggers on College Drive between the traffic signals at Old Jennings Road and County Road 220 for paving work on Feb 6-7, weather permitting. Traffic will be kept flowing; however, drivers should expect delays. Motorists are urged to find an alternate route during peak travel times. Crews are currently installing drainage structures on both sides of the road and traffic is limited to a single lane in both directions. The project includes replacing storm structures, resurfacing, striping, and replacing sidewalks, curbs, gutters and driveway aprons. Work is estimated to be completed by February.

County Road 209 from Peters Creek Bridge to U.S. 17 in Lake Asbury. Bonded Transportation Program project No. 2 includes designing and reconstructing the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter and sidewalks. Pond construction and clearing is anticipated to begin in mid-January and motorists can expect intermittent, single-lane closures and flagging operations once work begins. All work is estimated to be completed in spring 2026.

County Road 209 from Sandridge Road to Peters Creek Bridge in Lake Asbury. Bonded Transportation Program project No. 3 includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. This project will be done in two phases, with utility relocation and other preliminary work beginning in January ahead of phase one, which will involve the construction of the turn lanes at Watkins Road and Oak Stream Drive and sidewalk work on the east side of the road. Motorists should expect single-lane closures and a 35-mph low-speed zone in the work area. Access to Oak Stream Drive on Russell Road will be closed on Feb. 12 for sidewalk and crosswalk installation. Residents will need to use the Sandridge Road entrance and exit. Emergency crews will have full access. The contractor has 180 days to complete the entire project in the area, and that entrance will be closed during a portion of that.

County Road 216, Cathedral Oak Parkway Bonded Transportation Program project in Green Cove Springs. Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. The project will include a grass median, bike lanes, and sidewalks. Current activities include stormwater pond excavation, box culvert installation, cross-drain construction, fill placement and pile driving. Work should be completed in 2025.

County Road 218 in Middleburg. Anticipate daytime, single-lane closures Monday through Saturday from 7 a.m. to 6 p.m. on County Road 218 at the entrance of Shadowlawn Elementary School for traffic circle construction and east to State Road 23. Paving operations are scheduled between Henley Road and SR 16 Jan. 29 through Feb. 2, weather permitting. County Road 218 will be closed from Henley Road to State Road 16 and a detour will start at 7 p.m. on Feb. 2 through Feb. 4 at 10 p.m. Drivers will be detoured onto Thunder Road. Emergency vehicles will have full access. The project is part of the First Coast Expressway connector road Cathedral Oak Parkway from County Road 218 to the First Coast Expressway. All work should be completed in December. The speed limit has been lowered to 35 mph in the construction zone. Please be patient, slow down, and pay attention to flaggers and signage. County Road 218 in Clay Hill. Daytime, single-lane closures on County Road 218 from Taylor Road to Clay Hill Elementary for sidewalk installation on both sides of the road. The project includes the construction of sidewalks to provide pedestrian connectivity to Clay Hill Elementary, asphalt paving, drainage, handrail, fencing, sodding, signs and pavement markings. Work is expected to be completed by May 10.

Harbor Island Drive on Fleming Island. Anticipate daytime, single-lane closures on Harbor Island Drive from US 17 to Dockside Drive for underdrain replacement work. The project is expected to take as many as 90 days.

Sandridge Road, Bonded Transportation Program Project in Lake Asbury. Single-lane closures and flagging operations will be in place on Sandridge Road (CR739B) from Henley Road to west of County Road 209 for striping work the weekends of Jan. 20-21 and Jan. 27-28. Anticipate 24-hour single-lane closures beginning seven days a week the weekend of Feb. 3, and continuing for the next two months to complete storm pipe installations in the center of Sandridge. Traffic will be shifted to temporary travel lanes on the south side of Sandridge Road in the Feedmill Road area. Watch for flaggers and anticipate delays and heavy congestion. This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, curbs, gutters, sidewalks and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the work zone, and CCSO will be enforcing it. Please slow down and respect the safety of our workers.

State Road 21 in Middleburg. Anticipate daytime, single-lane closures on SR21 south of Hall and Boree Road and north of SR16 for construction of a new turn lane into the Clay County Regional Sports Complex. Work to install a barrier wall is complete, and traffic has been shifted to a temporary travel lane. Work is estimated to be completed by March.

Tanglewood Boulevard in Lakeside. Anticipate daytime, single-lane closures on Tanglewood Boulevard, Kiowa Avenue, and Mesquite Avenue for a drainage improvement project. The project includes replacing the drainage structures, pipes and driveway aprons on both sides of the road. Work is anticipated to be completed by the end of the month.

Kingsley Avenue at Plainfield Avenue. Nighttime lane closures Monday through Feb. 29 from 9 p.m. to 4 a.m. for water main work.

Kingsley Avenue from US17 to Blanding Boulevard in Orange Park. FDOT is working on a resurfacing project on State Road 224 (Kingsley Avenue) from Blanding Boulevard to Park Street. The project is expected to be completed by the summer. Nighttime lane closures will be on weeknights from 9 p.m. to 6 a.m.

SR21 from CR215 to CR 218 in Middleburg. FDOT is milling and resurfacing SR21 from CR215 to CR218. Work on this project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, new signage, and other incidental construction. Work is anticipated to be completed in the next few months. 

Daytime southbound lane closures are on weekdays from 7 a.m. to 4 p.m., and daytime northbound lane closures are on weekdays from 8:30 a.m. to 5 p.m. for road work.

US17 (SR15) from Eagle Harbor Parkway to Doctors Inlet Bridge on Fleming Island. Anticipate nightly lane closures on US17 from Eagle Harbor Parkway to Creighton Road for a milling and resurfacing project. Work includes milling and resurfacing, base work, shoulder treatment, drainage improvements, signal and lighting upgrades, improved pedestrian and bike paths, new highway signage and other incidental construction. Work on this $11.7 million project is expected to be completed by the summer.

US 17 from Doctors Inlet to Pace Island Trace. Nighttime southbound lane closures on weeknights from 8:30 p.m. to 4:30 a.m.

US17 from Black Creek to Ball Road in Green Cove Springs. This construction project consists of a new paved multi-use trail along US17 (SR 15). The improvements include base work, shoulder treatment, drainage improvements, highway signing, sidewalks/bicycle path and other incidental construction on US 17 from Ball Road to Black Creek. Work is anticipated to be completed in the next few months. Daytime southbound lane closures Saturday and Monday through Friday from 7 a.m. to 2 p.m.

US301 from CR218 to Richard Mosely Road in Clay Hill. FDOT is completing its second and final phase of work on Florida’s first concrete test track road parallel to the existing northbound lanes of US301 from just south of CR218 to just north of Richard Mosely Road (approximately 2.5 miles). This phase will include constructing 52 new concrete test sections, a new stormwater pond, new traffic signals, lighting, highway signage, guardrail, drainage, asphalt paving and other incidental construction. Work is anticipated to be completed in the summer. Daytime southbound lane closures on weekdays from 7 a.m. to 5 p.m.

First Coast Expressway north, including SR23 from SR21 to north of SR16 in Middleburg. Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls and retaining walls. Construction began in March 2019 and is expected to be completed in the spring of 2025.

Blanding Boulevard at SR23. Daytime northbound lane closures with flaggers Monday through Saturday from 7 a.m. to 5:30 p.m. for materials delivery.

Blanding Boulevard from SR23 to Baxley Road. Daytime northbound lane closures with flaggers Monday through Saturday from 7 a.m. to 5:30 p.m. for materials delivery.

First Coast Expressway south, including SR23 from north of SR16 to east of CR209 in Green Cove Springs. Constructions of 9.7 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction began in April 2019 and is expected to be completed in spring 2025.

CR15A south of Green Cove Springs. Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for overpass work.

CR209 from US17 to Bayard Road at Virginia Village. Daytime lane closures are on weekdays from 8:30 a.m. to 4:30 p.m., and nighttime lane closures are on weeknights from 6 p.m. to 6:30 a.m.

Springbank Road, just south of SR16. Daytime lane closures with flaggers are on weekdays from 8:30 a.m. to 4:30 p.m., and nighttime lane closures are on weeknights from 6 p.m. to 6:30 a.m.

SR16 west of Green Cove Springs. Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 11 p.m. to 5 a.m. for overpass work.

US17 South of Green Cove Springs. Daytime lane closures are on weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures are on weeknights from 6 p.m. to 6:30 a.m.

First Coast Expressway New St. Johns River Bridge in Green Cove Springs. Work is underway on the FCE's third and final segment, including a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project should be completed in 2031.
