GREEN COVE SPRINGS – A Palatka man was charged with filing a false document to avoid paying a $262 fine for a red light camera ticket.
Kenneth James Bowers, 55, was charged with filing falsified information with the Clay County Clerk of Courts office after he claimed a photograph of a motorhome running a red light in Green Cove Springs depicted another man.
According to the arrest report, Bowers was cited on Nov. 13 for running the light at U.S. Highway 17 and Harbor Road. Bowers signed a transfer of liability agreement at the courthouse on June 2, claiming Raymond J. Clark was using the motorhome. Officers with the GCSPD investigated after the charges against Bowers were dismissed on July 5. The agency worked with the Palatka Police Department and learned that Clark lived in the motorhome at Bowers’ address but had never driven it.
When officers questioned Bowers, he told them Clark was dead, not realizing they had already interviewed him.
