ORANGE PARK – A cyber tip resulted in the arrest of an Orange Park man accused of possessing five videos of animal and child sexual activity.
Richard Norwood Swain, 43, was charged with five counts of having videos of animal sexual activity after the CCSO’s Internet Crimes Against Children Unit worked with Homeland Security Investigations on an investigation that started in March 2022 after CCSO received the tip.
The investigation showed files were uploaded in September and December 2020 and May 2021. Detectives found 92 separate KIK files when they served a federal search warrant at Swain’s house on Nov. 4, 2021. According to the heavily redacted affidavit for an arrest warrant, the files depicted at least one minor engaging in sexually explicit conduct.
Swain was arrested after subpoenas were served to several companies that offer email accounts.
The bond for Swain was set at $220,012. He will return to court on Jan. 23.
