Verbal sparring over dogs leads to felony charge
ORANGE PARK – Authorities report that a man who allegedly pulled a gun on his neighbor after a heated discussion about their dogs now faces an aggravated assault with a deadly weapon charge.
The Clay County Sheriff’s Office arrested Javier Alberto Ramos Hutchinson, 19, on Jan. 23 at his home in the 400 block of Hayton Avenue after an investigation.
According to the CCSO report, the fight began after the victim told Ramos Hutchinson that the victim would kill Ramos Hutchinson’s dogs the victim would kill them to protect his pets and his family. Police said Ramos Hutchinson then responded by asking the victim “You threatening my dogs? I got something for you.”
Police said Ramos Hutchinson then went into his home and returned with a firearm and pointed it at the victim, who police said, then fled the scene to call 911 to report Ramos Hutchinson. Police later obtained the gun and determined it was a BB gun that appeared to be “an imitation of an actual firearm with the same color, finish, and weight.”
At press time, Ramos Hutchinson remained in the Clay County Jail where he was awaiting a bond hearing.

Christmas party fight ends in child abuse charge
LAKE ASBURY – A Lake Asbury step-dad faces a child abuse charges after an investigation by the Clay County Sheriff’s Office.
Deputies charged Ivan Vincent Oliver, 48, on Jan. 20 after he turned himself in at CCSO headquarters and booked him on one county with child abuse without great bodily harm after finding he had punched his step-son in the face and head numerous times using a closed fist.
According to the arrest warrant, deputies met with the victim on Jan. 2 at his high school and interviewed him about the fight that, the victim said, started after a Christmas party at his home. The victim said the fight began because the victim was “being disrespectful to his mom.”
After being punched, police said, the victim attempted to run from Oliver but was caught and struck again numerous times while Oliver cornered him in a laundry room.
“The victim stated his left eye had swollen shut and he had some swelling on his head from being punched,” states the CCSO report.
CCSO booked Oliver into the Clay County Jail on Jan. 20, but he has since been released on bond.

Pedestrian killed along State Road 21
KEYSTONE HEIGHTS – The Florida Highway Patrol reports that a vehicle traveling on State Road 21 near County Road 315C struck a pedestrian early in the morning on Jan. 20.
According to crash investigators, a 2008 Mercury Milan driven by Andrew Alan McLoughlin, 39, of Keystone Heights, struck Michele Georgette Lugin, 36, also of Keystone Heights, who was walking in the northbound lane of State Road 21 around 4 a.m. for unknown reasons. Lugin was pronounced dead at the scene, while the driver was not injured.
This marks the second pedestrian death on SR 21 in the past week.
On Jan. 13, FHP reported that Zachary E. Hall, 28, of Orange Park was either walking or standing in the left traffic lane on northbound Blanding Boulevard around 4:15 a.m. when a vehicle struck him. The crash occurred near the intersection of Blairmore Boulevard near the VyStar Credit Union branch. Hall was pronounced dead at the scene, while the driver was not injured.
Both crashes remain under investigation, said FHP.

Car crash leads to serious injuries
GREEN COVE SPRINGS – A two-vehicle crash near the intersection of U.S. Highway 17 and County Road 315 resulted in one driver being seriously injured and a second with minor injuries, according to the Florida Highway Patrol.
FHP said the crash occurred on Jan. 18 at 11:18 a.m. Two drivers were injured after one driver ran a red light and was struck by the other driver.
Craigs Marks II, 38, of Jacksonville was traveling southbound on U.S. 17 in a 2003 Mitsubishi Eclipse when Robert Horne IV, 41, of Green Cove Springs, ran the traffic light on County Road 315 in an attempt to turn left onto northbound U.S. 17. Horne was driving a 2014 Honda Accord.
Marks was seriously injured and was admitted into Orange Park Medical, although he was alert and conscious. Horne received only minor injuries and did not require hospitalization and was charged with running a red light or violation of a traffic control device.
