ORANGE PARK – Acting on neighborhood complaints and other evidence gathered at a Brighton Village townhouse, the Clay County Sheriff’s Office SWAT team seized drugs and arrested four of the “more than a dozen” people found inside.

Included in the large group of people was 4-year-old James Dean Welles Jr. He, along with his mother, Jady Shannon Dow, were reported missing and "endangered" Friday night, CCSO said. The mother and child then were found Saturday in Duval County.

Deputies broke into the apartment on Kettering Way early Thursday and found methamphetamine and cocaine.

Anthony Maceda, 38, was charged with sale and delivery of methamphetamine; Amy Lynn Permenter, 38, was charged with possession of cocaine; Randy Casimer Johnson, 24, was charged with possession of methamphetamine; and, James Dean Welles, 23, was charged with possession of a controlled substance.

“This quiet and quaint community should never have been exposed to such dangerous behavior and our members are proud to have been able to help,” said CCSO spokesman Chris Padgett.

Sheriff deputies attached a sheet of plywood over a window broken during the raid. On the board was stenciled the phrase: “You Had Options,” which has become the agency’s message in its war to rid the county of illegal drugs.

Shortly after deputies left the scene, however, somebody ripped the board away from the window.
