Green Cove Springs approves $125 stormwater fee for each home

GREEN COVE SPRINGS – The city council Tuesday approved an annual usage fee of $125 for stormwater management for each single-family home.

The ordinance made changes to Chapter 70 of the City Code for stormwater utility, announced that there would be an annual usage fee of $125/ Equivalent Stormwater Unit [ESU], which is set to each single-family home.

The original proposal was for a fee between $200-and-$250. The goal is to augment the yearly city budget of $750,000 for funding of stormwater system projects. During the previous council meeting, the $125 fee was proposed and was approved by the council.

A vote approved the ordinance of 4-1. Councilman Mitch Timberlake was the lone vote against the ordinance.

All property owners within Green Cove Springs city limits will receive notification by mail advising them of the Stormwater Usage Fee. The fee is to be included in their property tax bills for the year 2020.

In other business, the council approved 5-0 to enter into a professional services agreement with Planet Swim, LLC. The agreement assigns all activity management, staffing and fees for entry of the city pool to Planet Swim. Maintenance will remain with the city. Sub-points on this agreement were of changes in prices of entry for adults, children, military and seniors. Also discussed were swim lessons, for both groups and private, as well as lap lanes.

Also, Green Cove Springs Planning and Zoning Director Michael Daniels made recommendations on possible changes to regulations on motor and boat sales in the Gateway Corridor commercial district. Options presented included: maintaining current regulations and the allowance of boat sales as “special exception” or utilizing specific conditions. The council discussed the issue at length before approving to table the issue pending the creation of a downtown development plan.
